Harassment is where a person intends to harass another person and does so through text or other communications, stalking, or spying. Harassment may also occur by the filing of false police reports or by messing with a person’s utility (ex. gas/electric) services.

Harassment against a public officer is where a person files an unauthorized lien against the public officer or employee with the intent to harass that person.


Harassment is a class 1 misdemeanor, punishable by up to 6 months in jail and a fine of up to $2,500. Harassment against a public official is a class 5 felony, punishable by up to 2.5 years in jail and fines of up to $150,000.
